Can All Persons with Disabilities Have a Disability Identity Card (KPD)? Here Are the Latest Decile Rules and Requirements of PP No 31 of 2026

Kartunet - Since the ratification of Government Regulation (PP) Number 31 of 2026 concerning Concessions for Persons with Disabilities and Incentives for Companies, a wave of enthusiasm as well as confusion has spread among the Indonesian disability community. One of the most frequently asked questions in the field is: Is the ownership of a Disability Identity Card (KPD) limited by economic decile (welfare level)? And will KPD owners automatically receive social assistance (bansos) from the government?

This misconception is very crucial to be corrected so that no disabled person's rights are hindered due to bureaucratic misunderstandings, both from the beneficiaries' and regional agency officers' sides. Let's dissect the official rules in depth.

Who Is Entitled to Get a Disability Identity Card (KPD)?

Based on Article 1 number 6 of PP Number 31 of 2026, the Disability Identity Card (KPD) is an official identity card owned by every person with a disability registered in the National Disability Data (DNPD).

In accordance with the provisions of Law Number 8 of 2016, a person's disability is defined as a long-term (minimum 6 months or permanent) physical, intellectual, mental, and/or sensory limitation that may face obstacles to fully participating when interacting with the environment.

Legally, the types of disabilities entitled to KPD registration include:

  • Physical Disability: Impaired mobility function, including amputation, flaccid or stiff paralysis, paraplegia, cerebral palsy, stroke, leprosy, and little people.

  • Intellectual Disability: Impaired cognitive function due to below-average intelligence levels, such as slow learners, mental retardation, and Down syndrome.

  • Mental Disability: Impaired cognitive, emotional, and behavioral function, both psychosocial factors (such as schizophrenia, bipolar, depression, anxiety) and developmental disabilities (such as autism and hyperactivity).

  • Sensory Disability: Impaired function of the five senses, including visual, hearing, and/or speech impairments.

The KPD is also applicable for persons with multiple disabilities who have two or more types of disabilities at the same time.

Decile Rules: Are KPD Owners Limited by Economic Level?

Absolutely not. The Ministry of Social Affairs emphasizes that KPD ownership and the right to receive concessions (a minimum 20% cost discount) apply to 100% of the disability population regardless of their economic background.

In the national data collection system, the community's welfare level is classified into economic "deciles", ranging from Decile 1 (least prosperous) to Decile 10 (most capable). The government clarifies the ground rules:

  • All persons with disabilities from Decile 1 to Decile 10 are entitled to get a Virtual KPD.

  • The distribution of price discounts (concessions) in 9 strategic sectors—such as education, transportation, assistive devices, utilities, employment, to tourism—is a fulfillment of human rights to ensure equality of access, not a social assistance program.

  • Therefore, persons with disabilities who are economically independent are still entitled to hold a KPD and claim the minimum 20% price discount.

The Real Difference between KPD (Concession Rights) and Social Assistance (Bansos)

One of the important points in the national socialization of PP 31/2026 is clarifying the boundary between the KPD concession program and the Bansos program. KPD holders do not automatically receive social assistance in the form of cash or basic food necessities. Here are the fundamental differences:

Welfare insurance, continuous direct assistance, basic food assistance, or special cash assistance.

This means, if a person with a disability is in a capable economic class (e.g., Decile 8 or Decile 10), they still have the right to own a KPD to get flight ticket or toll tariff discounts, but do not meet the requirements to receive PKH bansos or other cash assistance for the underprivileged.

Shortcut: Quick Way to Update Disability Status at the Urban Village Office (Kelurahan)

Currently, out of the total disability population recorded in social data, only around 2,447,998 people have been verified and are entitled to directly download the Virtual KPD via the Cek Bansos application. The government targets KPD issuance to be 50% complete by the end of 2026 and reach 100% (around 15 million people) by the end of 2027.

For persons with disabilities whose KPD status still says "Inactive" on the Cek Bansos page, they are urged to actively update their data.

The good news is, the Ministry of Social Affairs' Data and Information Center (Pusdatin) provides a fast track (shortcut) for updating disability data. While general DTKS registration requires filling out up to 40 data variables, specifically for updating disability status, village/urban village operators via the SIKS-NG app only need to update 2 variables, namely:

  1. Type of Disability (physical, intellectual, mental, or sensory).

  2. Level/Degree of Disability (mild, moderate, or severe).

The required documents to bring to the kelurahan are very simple: population documents (ID card/Family Card) and an Official Certificate of Disability from a health facility (Puskesmas or Hospital) explaining your disability condition.

As long as this data collection transition period is ongoing, persons with disabilities who do not yet hold a physical/virtual KPD can still access the minimum 20% concession rights using that official Disability Certificate. (DPM)
