Kartunet - The launch of the Virtual Disability Card (VDC) and the implementation of Government Regulation (GR) No. 31 of 2026 have significantly impacted the improvement of the welfare of the disability community. By holding a VDC, every person with a disability is now entitled to claim a minimum concession (cost reduction) of 20% in nine strategic public service sectors, ranging from transportation, electricity utilities, and internet to health and education.
However, in its practical implementation, a fundamental administrative challenge has emerged. The Virtual Disability Card (VDC) is issued based on valid single population data. So, what about persons with disabilities—especially those in orphanages, remote areas, or with severe disabilities—who do not yet have a National Identity Number (NIK) or an Identity Card (KTP)? Do they lose their right to obtain a VDC?
The Ministry of Social Affairs of the Republic of Indonesia has anticipated this obstacle by formulating friendly and inclusive regulations. Below is the official explanation regarding the Ministry of Social Affairs' regulatory solutions for persons with disabilities who do not yet possess official population documents.
1. Legal Framework: The Minister of Social Affairs Authorized to Provide Access to Population Administration
The Ministry of Social Affairs asserts that the absence of population documents must not be a reason for persons with disabilities to lose their welfare rights as citizens. This is explicitly regulated in Article 6 of the Minister of Social Affairs Regulation (Permensos) No. 2 of 2021 concerning the Disability Card:
"(1) The Minister may provide access to population administration and civil registration services for Persons with Disabilities who do not yet have an NIK.
(2) The provision of access as referred to in paragraph (1) shall be carried out in accordance with the provisions of statutory regulations."
Through this regulation, if a person with a disability is found not to have an NIK, the Ministry of Social Affairs will not reject their application. Instead, it will act as an official facilitator to process their population documents first, so that their right to a VDC can be promptly fulfilled.
2. Central Synergy: Collaboration between the Ministry of Social Affairs and the Directorate General of Population and Civil Registration of the Ministry of Home Affairs
To execute the mandate of Article 6 of Permensos 2/2021, the Ministry of Social Affairs does not work alone. Based on Article 6 paragraph (3), the Minister of Social Affairs actively builds coordination and synergy with the minister responsible for population administration affairs—namely the Ministry of Home Affairs through the Directorate General of Population and Civil Registration (Ditjen Dukcapil).
Concrete forms of this collaboration include:
- Data Matching and Harmonization: Conducting cross-checks of field data to detect the existence of the relevant NIK.
- Outreach Services: Facilitating the direct recording of electronic KTP data and NIK creation at the residences of persons with disabilities (such as in social care homes or remote areas) for those with severe mobility impairments.
- IKD Activation (Digital Population Identity): Ensuring that once an NIK is issued and their disability status is validated in the National Disability Data (NDD), the data will automatically synchronize with the applicant's digital KTP (IKD) without the need for complicated manual processing.
3. "I Don't Have an NIK Yet" — Is That Really True?
One interesting finding revealed by the Ministry of Social Affairs during the national socialization of GR 31/2026 is that cases are often encountered where a person with a disability feels they have never created or possessed an NIK. However, after a system check by officials, their population data is actually already recorded centrally.
The Director of Social Rehabilitation for Persons with Disabilities (RSPD) at the Ministry of Social Affairs, Mr. Roni, explained:
"Sometimes we misremember or misrecord. In reality, if checked at the nearest Local Department of Population and Civil Registration, we already have an NIK. So, that's part of the procedural process; let's pursue it immediately, quickly, and with patience."
Therefore, the first highly recommended step is to conduct a population status check through the local Department of Population and Civil Registration before concluding that the applicant does not yet have an NIK.
4. Why Are NIK and KTP So Important as a Gateway to Services?
The Commissioner of the National Commission for Persons with Disabilities (NCPD) reminds that orderly population administration—including possessing an active Family Card (KK) and KTP—is the main gateway (golden gate) to obtaining all forms of social security and the fulfillment of rights from the state.
The mandatory use of valid NIK and KK as the basis for the Virtual Disability Card (VDC) has three main objectives:
- Personal Data Protection: Safeguarding the confidentiality of disability information to prevent misuse by unauthorized parties.
- Legitimate Authentication of Concession Holders: Ensuring that the financial benefits of a minimum 20% discount across various public services (such as train or plane ticket discounts, or electricity bill reductions) are legitimately enjoyed only by the respective persons with disabilities as beneficiaries.
- Accurate National Single Data: Avoiding duplicate data (*exclusion* or *inclusion error*) in the establishment of the National Single Social and Economic Data (NSSED).
5. Tactical Registration Guide for Care Homes, Families, and OPDs
For families, administrators of Social Welfare Institutions (SWIs), and Organizations of Persons with Disabilities (OPDs) assisting persons with disabilities without an NIK, here are the practical steps that can be taken:
- Prepare Available Supporting Documents: Gather existing supporting documents, such as a birth certificate, RT/RW (neighborhood unit) letter of explanation, and a Disability Certificate from healthcare facilities (Community Health Centers/Hospitals).
- Utilize Representation Rights with a Power of Attorney: If a person with a disability is unable to directly handle matters at the sub-district office due to physical or mental barriers, family members or organization administrators can represent them in managing population administration and VDC registration by attaching an official Power of Attorney or Assignment Letter.
- Report via MoSA Centers: If local population administration processing encounters a dead end or sub-district officials are uncooperative, you can visit the nearest physical service unit of the Ministry of Social Affairs Center in your area. MoSA Centers have the authority to help facilitate direct coordination with the regional Department of Population and Civil Registration.
- Report via Official Call Center: Report your disability administration service issues through the MoSA Call Center at 171 or via text message to the MoSA WhatsApp Center (0887-7171-171) to receive direct oversight from the central monitoring team.
With this guarantee of population administration facilitation, the state ensures that initial document limitations will not hinder persons with disabilities from obtaining the Virtual Disability Card and enjoying the right to an inclusive and equitable life in Indonesia.
