How to Update Disability Data in DTKS/DTSEN: Just Fill in 2 Variables Without Hassle

Kartunet - For persons with disabilities in Indonesia, possessing a Disability Card (KPD) has become extremely important. Based on Government Regulation (PP) Number 31 of 2026, this card serves as the primary instrument or key to obtaining a minimum 20% Concession (discount) across nine daily public service sectors. This ranges from flight ticket discounts, train fares, reductions in electricity and internet bills, to discounted purchases of assistive devices and disability-friendly software.

However, a common challenge encountered in the field is the KPD status appearing as "Inactive" or "Unregistered" when checked in the Cek Bansos application. This occurs because your disability status has not yet been recorded or updated in the Ministry of Social Affairs' integrated data system.

The good news is that the data update process is no longer complicated. The Ministry of Social Affairs, through its Data and Information Center (Pusdatin), has provided a fast track (shortcut) for disability data updates. Whereas previously you had to fill out dozens of confusing data instruments, now village or sub-district operators only need to update two variables. See the complete guide below.


Important Change: Transition from DTKS to DTSEN

Before discussing the technical steps, there is one important piece of information you must know to avoid confusion when dealing with sub-district bureaucracy. Based on Minister of Social Affairs Regulation (Permensos) Number 3 of 2025, the government has officially transitioned and updated the term Integrated Social Welfare Data (DTKS) to National Single Social and Economic Data (DTSEN).

Legally, all matters concerning poverty data, social security, including national disability data collection, now refer to DTSEN. This data serves as the primary basis for the Ministry of Social Affairs to verify and issue your Virtual KPD.


SIKS-NG Fast Track (Shortcut): Only 2 Variables Needed!

Many persons with disabilities or their families are reluctant to update their data, assuming the procedure is overly complicated. For general social data registration, approximately 40 welfare data variables must be completed.

However, specifically for updating disability status for KPD issuance, Pusdatin Kemensos provides a special dispensation in the form of a Partial Update feature in the SIKS-NG (Next-Generation Social Welfare Information System) application used by sub-district operators. Through this feature, village/sub-district operators are only required to fill in and update 2 core variables, namely:

  1. Type of Disability: Categorizing whether the applicant has a Physical disability (Code A), Intellectual (Code B), Mental (Code C), or Sensory (visual/hearing/speech) disability (Code D).

  2. Level/Degree of Disability: Determining the degree of impairment experienced by the applicant, namely the categories of Mild, Moderate, or Severe.

By reducing the required data entry from 40 variables to just 2, the data input process by sub-district officials in the field becomes much faster, easier, and hassle-free.


Required Documents to Bring

Although the process is very easy, you must still bring legally valid authentic proof to submit to the sub-district office as a basis for data verification at the central level. The documents you must prepare are:

  • Photocopy of Family Card (KK) and Identity Card (KTP) of the applicant.

  • Official Disability Certificate: This certificate must be issued by a health service facility (Puskesmas or Hospital). The certificate must clearly state your type of disability and level/degree of disability.

  • Registration Form (KPD Form I): An official form to be filled out using block letters (capital) and black ink at the sub-district office.

  • Recent Passport Photos: Prepare 2 recent physical passport-sized photos (2x3 cm).

What If You Cannot Handle It Yourself at the Sub-District Office?

For friends with severe disabilities or significant mobility impairments, you do not need to force yourself to come to the sub-district office. According to Article 9 of Permensos Number 2 of 2021, this offline registration process can be fully represented by:

  • Biological family members or legal guardians.

  • Local village officials or sub-district officers.

  • Social Workers (Peksos) or Social Welfare Personnel (TKS).

  • Disability Organizations (OPDIS) you are affiliated with.

  • The representative only needs to bring the folder of required documents mentioned above, along with an official Power of Attorney (if represented by family/others) or a Letter of Assignment (if assisted by social workers/OPDIS).


    Offline Data Update Flow

    Once the supporting documents are complete, follow this data update flow:

    1. Visit your local sub-district/village office and meet with the social service officer or SIKS-NG operator.

    2. Submit the required documents and the Disability Certificate from the healthcare facility to the officer.

    3. Kindly ask the sub-district operator to open the SIKS-NG application and perform a Partial Update of your disability data. Gently remind the officer that they only need to fill in 2 variables (Type & Level of Disability) based on the doctor's certificate you provided.

    4. The officer will input the data into the system. The data submitted from the sub-district will be verified hierarchically up to the district/city Social Service, provincial level, until it is officially approved by the Minister of Social Affairs at the central level into the National Disability Data (DNPD).

    5. Once your DNPD status is approved, you can directly download your active Virtual KPD in PDF format via the Cek Bansos Application on your mobile phone.

    Claiming Concession Rights During the Transition Period

    The Ministry of Social Affairs aims for 100% national data collection and KPD issuance to be completed by the end of 2027. During this data collection transition period, for those whose DTSEN data is being processed and who do not yet hold a Virtual KPD, you are still entitled to a minimum 20% discount.

    Based on Article 30 of Government Regulation Number 31 of 2026, you only need to present an official Disability Certificate from a healthcare facility (Puskesmas/Hospital) or other valid supporting documents you typically use when conducting transactions in the targeted public service sector.

    Promptly update your disability data at the nearest sub-district office to ensure the fulfillment of your human rights and long-term economic independence!
