Kartunet - Independence for persons with disabilities is greatly supported by the availability of assistive devices, both physical and digital software. However, the cost of procuring these assistive technologies is often very high in the general market. To overcome these financial barriers, the Indonesian Government, through Government Regulation (PP) Number 31 of 2026, has officially established a policy of providing a minimum 20% Concession (price reduction/discount) for the provision of disability assistive devices.

Based on this regulation, Assistive Devices are defined as objects that help support the independence of persons with disabilities in carrying out their daily activities. Interestingly, this latest legal framework categorizes assistive devices into two main forms: physical objects and computer/mobile application software.

The Ministry of Social Affairs has been appointed as the primary responsible party for drafting derivative regulations and overseeing the implementation of these discounts in the field. Below is a complete list of physical assistive devices and adaptive software that must be given a minimum 20% discount for holders of the Disability Card (KPD).


1. List of Physical Assistive Devices (Hardware)

Physical assistive devices include mechanical, electronic, or orthopedic hardware that supports user mobility and sensory functions. In accordance with the explanatory appendix of PP Number 31 of 2026, physical items that must receive a minimum 20% discount include:

A. Mobility Aids

  • Electric Wheelchairs and Adaptive Wheelchairs: Wheelchairs specially designed to fit body posture or battery-powered to facilitate independent movement.
  • Crutches: Underarm or forearm supports to aid walking balance.
  • Prostheses and Orthoses: Assistive devices replacing lost body parts (such as artificial legs or hands) and supports for weak bones/muscles.
  • Walkers and Standing Frames: Frame-shaped walking aids and devices supporting a standing position.

B. Hearing Aids

  • Hearing Aids: Small electronic devices that amplify sound to be worn in the ear.
  • Cochlear Implants: Electronic medical devices surgically implanted to directly stimulate the auditory nerve.
  • Vibrating Needles: Sensory tactile assistive devices for persons with hearing disabilities.

C. Physical Vision Aids

  • White Cane: Standard guiding cane for persons with visual impairments to detect obstacles on the path.
  • Braille Display: Hardware that translates digital text on a computer screen into physical Braille characters in real-time.
  • Braille Watch: A tactile timepiece with Braille characters.
  • Magnifiers and Low-Vision Aids: Optical and digital magnifying lenses to assist residual vision.

2. List of Software (Adaptive Software)

The development of digital technology offers great convenience for inclusion. PP Number 31 of 2026 progressively stipulates that software—meaning one or a set of computer programs/applications that aid the independence of persons with disabilities—is also mandated to receive a minimum 20% discount.

Below are the types of assistive software covered by the official government concession:

A. Software for Vision (Visual)

  • Screen Reader Applications: Text-to-speech software that is vital for persons with visual impairments to independently access computers or smartphones.
  • Image Description Software: Artificial intelligence (AI)-based applications that translate photos or visual objects into audio descriptions for the visually impaired.

B. Software for Intellectual & Communication

  • Adaptive Educational Software: Interactive learning programs specifically designed to meet the needs of children with intellectual disabilities or learning difficulties.
  • Transcriber Applications: Software that converts live speech into written text to facilitate communication for persons with hearing disabilities.
  • Speech Recognition & Speech Output Software: Software for recognizing voice commands and converting text into synthetic speech output.
  • Augmentative and Alternative Communication (AAC): Applications using picture symbols or voice to help nonverbal individuals communicate.
  • Video Relay Service (VRS): Video call services based on sign language interpreters.
  • Voice Amplification System: Devices that amplify voice volume for users with speech disabilities.

C. Software for Monitoring & Mental Health

  • Remote Monitoring Aids (Location Detector): Special GPS tracking software to ensure the safety of persons with intellectual disabilities.
  • Noise Cancelling Software/System: Devices that reduce external environmental noise, highly useful for persons with mental disabilities or autism.

How to Claim Assistive Device Discounts and Transitional Provisions

To receive a minimum 20% discount when purchasing physical assistive devices or licensing assistive software, persons with disabilities must present a Virtual or Printed Disability Card (KPD) as valid proof of disability identity.

However, for persons with disabilities whose data is currently being updated at the sub-district level and who do not yet possess a KPD, the government provides a secure transitional solution. Based on Article 30 of PP 31/2026, your 20% discount claim remains valid and must be honored by simply presenting one of the following documents:

  1. Official Disability Certificate: A certificate issued by a healthcare facility (Community Health Center or Hospital) based on official medical examination results.
  2. Other Valid Supporting Documents: Other supporting documents that have commonly been used to access disability services prior to the enactment of this Government Regulation.

The Ministry of Social Affairs is currently working diligently to finalize the drafting of a specific Ministerial Regulation (Permensos) on disability assistive devices to clarify claim procedures at the level of private distributors and medical equipment pharmacies in the regions.
