Through Law Number 8 of 2016 concerning Persons with Disabilities, the state explicitly guarantees the cultural and tourism rights of persons with disabilities to have equal opportunities to participate, engage in tourism activities, and even become tourism workers or entrepreneurs.

This progressive step is reinforced by the enactment of Government Regulation (PP) Number 31 of 2026 on July 2, 2026. This new regulation secures the right to a Concession (fee reduction or discount) of at least 20% for the cultural and tourism sectors.

The following is a comprehensive guide regarding disability-friendly facility regulations, promotional discounts for tourist attraction tickets, and additional rights for companions on inclusive travel.


1. Minimum 20% Discount on Tourist Attraction Tickets

Based on Article 20 of Government Regulation Number 31 of 2026, persons with disabilities who possess a Disability Card (KPD) are entitled to a minimum 20% discount on admission fees for two categories of cultural and tourism destinations:

  • Tourism Destinations: Including amusement parks, national parks, nature tourism, marine tourism, and other man-made tourist attractions.
  • Cultural Areas: Including art galleries, museums, archaeological sites, cultural heritage areas, and performing arts venues.

This obligation to provide admission discounts fully applies to destinations managed by the Central Government, Regional Governments, State-Owned Enterprises (BUMN), and Regionally-Owned Enterprises (BUMD). For private entities, local governments actively strengthen coordination and provide incentives to encourage them to also implement this budget-friendly tourism concession policy.

2. Additional Rights: Larger Discounts for Travel Companions

The tourism sector is recognized as having unique mobility challenges for certain persons with disabilities, such as those with severe physical disabilities, intellectual disabilities, or visual impairments. Therefore, this regulation grants a very fair special right.

In accordance with Article 5 paragraphs (2) and (3) of Government Regulation Number 31 of 2026, the ticket price concession amount can be granted greater than 20% for persons with disabilities who require a companion during their travels. The companion referred to is a person who has knowledge about the type, level, and barriers of the disability, and accompanies and assists persons with disabilities during tourism activities.


3. Standard Regulations for Disability-Friendly Tourism Facilities

Inclusive tourism is not just about affordable admission fees, but also about how tourist destinations can be accessed independently, safely, and comfortably. Based on Article 85 of Law Number 8 of 2016, every tourism service provider must meet the following accessibility standards:

A. Provision of Accessible Tourism Information

Destination providers are required to provide tourism information in three accessible formats:

  • Audio: Voice information or audio guides for persons with visual impairments.
  • Visual: Clear text information, videos with captions, or infographics for persons with hearing impairments.
  • Tactile: Information in the form of touch or feel, such as embossed braille letters, raised maps of tourist areas, or embossed symbols.

B. Availability of Competent Tourist Guides

Tourist destinations must strive to have or provide tourist guides equipped with special skills:

  • Capable of providing verbal and detailed descriptions of tourist objects for visually impaired tourists (audio descriptive).
  • Capable of guiding and communicating with hearing-impaired tourists using sign language.
  • Possessing good physical skills to provide mobility assistance for physically disabled tourists using wheelchairs.

C. Destination Infrastructure Accessibility

Tourism infrastructure must be designed to be easily accessible according to the standards of Article 97 of Law 8/2016, which includes the availability of ramps for wheelchair users, disability-friendly public toilets, guiding blocks, elevators, adequate disability toilets, and public infrastructure free from dangerous obstacles.


4. Incentives for Private Companies Providing Inclusive Tourism Services

To stimulate an inclusive tourism ecosystem in Indonesia, the state provides tangible appreciation for private tourism industry players. Based on Article 25 paragraph (2) letter c and Article 26 of Government Regulation Number 31 of 2026, private tourism companies that provide easily accessible travel services for persons with disabilities are entitled to claim official incentives from the government, which include:

  1. Official Appreciation: Awards in the form of charters, badges, certificates, or trophies from ministries/regions.
  2. Business Promotion and Publication: Free promotion from regional tourism agencies, electronic business advertisement publication, and facilitation of participation in national tourism exhibitions.
  3. Permit Facilitation: Accelerated processing of business certification, operational technical assistance, and ease of business administration through a one-stop system.
  4. Work Facility Assistance: Assistance in providing accessible work facilities such as ramps, elevators, disability-friendly toilets, and sign language interpreters (JBI).

5. How to Claim Tourism Discounts and Transition Provisions

To claim this minimum 20% ticket discount, you simply need to show your Virtual Disability Card (KPD) via the Cek Bansos Application on your smartphone or present your physical printed KPD to the ticket officer at the entrance gate of the tourist destination.

However, during this national data collection transition period (the Ministry of Social Affairs targets KPD data verification to be completed gradually until the end of 2027), persons with disabilities who do not yet have a Virtual KPD are still entitled to a minimum 20% discount on tourism fees. In accordance with Article 30 of Government Regulation Number 31 of 2026, you only need to show one of the following documents:

  • An official Disability Certificate issued by a healthcare facility doctor (Puskesmas or Hospital); or
  • Other valid supporting documents that you typically use to access services before this government regulation was issued.

Through strict oversight by the Ministry of Tourism and all Regional Tourism Agencies via implementing Regional Head Regulations (Regent/Mayor/Governor Regulations), it is hoped that Indonesia can soon become an inclusive, friendly, and budget-friendly tourist destination for all persons with disabilities.
