For the disability inclusion movement in Indonesia, especially after the enactment of Government Regulation (PP) Number 31 of 2026 concerning Concessions for Persons with Disabilities and Incentives for Companies, data accuracy becomes a primary instrument to ensure the fulfillment of fundamental rights, including the right to a minimum 20% cost reduction (concession).
The Ministry of Social Affairs of the Republic of Indonesia, through its Data and Information Center (Pusdatin) together with the Directorate of Social Rehabilitation for Persons with Disabilities (RSPD), has taken progressive steps by completing the updating and reconciliation of national data for persons with disabilities. This data is integrated into the National Single Social and Economic Data (DTSEN)—a new nomenclature that officially replaces the Integrated Social Welfare Data (DTKS) in accordance with Minister of Social Affairs Regulation Number 3 of 2025.
This article presents the latest official statistical data details for persons with disabilities in Indonesia for the year 2026, as legally established by the Minister of Social Affairs, serving as a reference guide for academics, researchers, social institutions, and organizations of persons with disabilities (OPDIS).
1. Overview of National Disability Social Data
Based on the latest national data records, there is a difference between the total number of persons with disabilities recorded in the DTSEN as a whole and the data that has undergone a strict verification process for the issuance of Virtual Disability Cards (KPD):
- Total Population Recorded in DTSEN: Overall, there are 14,853,842 individuals with disabilities recorded in the raw DTSEN database across Indonesia.
- National Data of Persons with Disabilities (DNPD) that Have Been Ratified: Of the total 14.8 million individuals, the Ministry of Social Affairs has gradually completed verification, validation, and ratification. Currently, 2,447,998 individuals have been officially included in the Decree (SK) of the Minister of Social Affairs regarding DNPD and are automatically entitled to download an active Virtual KPD.
In accordance with the mandate of Law Number 8 of 2016 and Minister of Social Affairs Regulation Number 2 of 2021, the Ministry of Social Affairs is required to update, verify, and validate this national data periodically, at least once every 2 (two) years to maintain data accuracy in the field.
2. Statistical Details Based on Types of Disabilities
The categories of disability types in the DNPD are based on the legal classification in Article 4 of Law Number 8 of 2016, which includes physical, intellectual, mental, and sensory disabilities. Interestingly, the latest data shows that persons with multiple or complex disabilities (experiencing more than one type of disability simultaneously) account for the largest proportion in the establishment of DNPD Phase II.

3. Statistical Details Based on Severity Level
In addition to categorization by type of disability, the Ministry of Social Affairs also divides the database based on the severity level of functional limitations experienced by individuals with disabilities. This assessment of severity greatly determines the type of social rehabilitation services and appropriate accommodations needed.
Below are the details of disability data based on the degree of impairment:
- Mild Disabilities: This group constitutes the largest number, reaching 1,175,923 individuals. This group generally has a high degree of independence in daily activities but still requires concessions for public facilities to support productivity.
- Severe Disabilities: This group ranks second with 987,128 individuals. This group is a top priority for receiving social security, social assistance, and special emergency protection.
- Moderate Disabilities: A total of 284,947 individuals are recorded across Indonesia.
4. Verification Challenges and Ambitious Government Targets
Conducting national population data verification and matching is not an easy task. The biggest challenges in the field include the rapid dynamics of the population (reports of deaths, changes in domicile, or changes in medical disability status) that must be continuously matched with the system of the Directorate General of Population and Civil Registration of the Ministry of Home Affairs.
Nevertheless, the Ministry of Social Affairs, under the direction of the Minister of Social Affairs, has set very ambitious and measurable targets for accelerating KPD issuance:
- End of 2026 Target: Complete field data verification to issue at least 50% of the total potential disability data, equivalent to targeting the issuance of approximately 7.5 million Virtual KPDs.
- End of 2027 Target: Complete 100% full verification so that the entire recorded disability population in Indonesia (reaching nearly 15 million individuals) holds an active Virtual KPD integrated into their respective mobile phones.
5. Data Acceleration Through Active Roles of Villages and OPDIS
To achieve these national targets, the government does not solely rely on central census officers but also opens up broad collaboration opportunities for local governments, neighborhood association administrators, communities, and Organizations of Persons with Disabilities (OPDIS) to actively update data.
Persons with disabilities whose data has not yet been entered into the KPD system (status is still "No" on the Cek Bansos website) are encouraged to report immediately to their local village office. Village offices are equipped with a partial shortcut in the SIKS-NG application, where village operators only need to update 2 core variables (Type of Disability and Level of Disability) based on an official Disability Certificate from Community Health Centers/Hospitals to ensure a very fast verification process at the central level.
