How to Make a Virtual Disability Card (KPD) in Cek Bansos Application

Through Government Regulation (PP) Number 31 of 2026, every person with a disability is now entitled to concessions in the form of a cost reduction or a discount of at least 20% in nine strategic public service sectors, ranging from education, transportation, health, assistive devices, housing and utilities, employment, entrepreneurship, tourism and culture, to sports.

As the primary instrument for accessing all these discount rights, the Ministry of Social Affairs of the Republic of Indonesia has mandated the use of the Virtual Disability Card (KPD). This digital card is designed to simplify access to services, accelerate data issuance processes, and optimize state budget by eliminating physical hard copy printing and distribution costs.

Who is Eligible for a Virtual KPD?

Based on Law Number 8 of 2016 and Ministry of Social Affairs Regulation Number 2 of 2021, the Virtual KPD is available to every person with a disability whose data has been verified and validated into the National Disability Data (DNPD). The eligibility criteria for this card cover four main types of disabilities experienced over a long period (at least 6 months or permanent):

• Physical Disability: Impairment of body movement functions, including amputation, flaccid or spastic paralysis, paraplegia, cerebral palsy (CP), leprosy-related conditions, stroke-related conditions, and dwarfism.
• Intellectual Disability: Impairment of cognitive functions due to below-average intelligence, such as slow learning, intellectual disability, and Down syndrome.

Supporting Requirements for Creating a Cek Bansos Account

Before accessing online registration, please ensure you have prepared the following universal and valid demographic documents for personal data security authentication:

• Family Card Number (KK).
• Applicant's National Identity Number (NIK).
• Full name as per KTP/KK.
• Active phone number.
• Active email address.
• Photo of original Identity Card (KTP).
• Live photo (selfie) holding the original KTP.

Step-by-Step Guide to Registering for a Virtual KPD

Once your supporting documents are ready, follow these online registration steps via the Cek Bansos Application:

1. Download and Install the Application

Open Google Play Store (for Android devices) or App Store (for iOS/iPhone devices) on your smartphone. Search for and download the official application named Aplikasi Cek Bansos, developed by the Ministry of Social Affairs of the Republic of Indonesia.

2. Create a New Account

Open the application, then select the "Create New Account" menu on the initial login page. Fill in your demographic data, including KK number, NIK, full name, phone number, email address, and create a unique username (a combination of letters and numbers) along with a password. Ensure your password is strong, with a minimum of 8 characters containing at least one uppercase letter, one lowercase letter, one number, and one special character.

3. Upload Account Verification Photos

Take a photo of your original KTP and a selfie holding your KTP according to the camera frame instructions in the application. Ensure all KTP data is clearly legible and your face is not obstructed. Submit your registration data and await an email confirmation that your account has been successfully verified.

4. Log In to the Application and Select the KPD Menu

Log in using your registered username and password. On the main page or homepage of the Cek Bansos Application, find and click the special menu labeled "KPD".

5. Complete Three Self-Reported Data Variables

As the integrated national demographic database does not yet contain certain variables, you are required to independently complete three additional self-reported data points:

• Latest self-portrait (taken directly via selfie using your phone's camera).
• Religion.
• Blood type.

6. Download and Print Your Virtual KPD

After successful submission, your Virtual KPD will be immediately displayed and can be downloaded directly to your phone in PDF document format. This card is fully valid for digital use. However, if you wish to keep it in your wallet, you are free to print it yourself using a regular paper printer or a 3D plastic printer without any additional cost.

What If the KPD Status Shows "Inactive" or "Unregistered"?

If, when searching by NIK, your KPD status shows "No" (Tidak), it indicates that your disability data is not yet active or integrated into the National Socio-Economic Single Data (DTSEN) database. Don't worry, you can update your data offline by following these steps:

1. Visit your local sub-district/village office or Social Services Department, bringing your original KTP/KK documents.
2. Bring an official Disability Certificate issued by a healthcare facility (Puskesmas or Hospital).
3. Ask the village/sub-district operator to update your status in the SIKS-NG application. Through a shortcut, the operator only needs to update two important variables: Type of Disability and Level/Degree of Disability, which significantly speeds up the data verification process.

Claiming Concession Rights During the Transition Period

The government aims to gradually complete the issuance of Virtual KPDs for the entire disability population (approximately 15 million people) by the end of 2027. During this data collection transition period, persons with disabilities who do not yet possess a physical or virtual KPD are still entitled to a minimum 20% concession right.
