Getting to Know DTSEN: The New Kemensos Data System Replacing DTKS for Subsidy Recipients

Kartunet - The Ministry of Social Affairs of the Republic of Indonesia has officially undertaken a major reform in the governance of social assistance recipient data and national welfare services. Through Minister of Social Affairs Regulation (Permensos) Number 3 of 2025, the government has implemented a new integrated data system called the National Single Social and Economic Data (DTSEN). This regulation legally revokes Permensos Number 3 of 2021 and officially replaces the term DTKS (Integrated Social Welfare Data), which we have known until now.

This transitional step is taken to achieve more precise data accuracy, minimize targeting errors in assistance (*exclusion* and *inclusion error*), and facilitate the verification of rights for vulnerable groups, including the fulfillment of Virtual Disability Card (KPD) rights as mandated by Government Regulation (PP) Number 31 of 2026.

1. What is DTSEN and Why is DTKS Being Replaced?

Based on Article 1, paragraph 1 of Permensos Number 3 of 2025, DTSEN is defined as a single database at the individual and/or family level that includes social and economic conditions, and family welfare rankings.

DTSEN is not merely a name change from DTKS. Technically, DTSEN is a big data platform resulting from the merger and reconciliation of three giant national databases managed in an integrated manner:

1. Social and Economic Registration Data (Regsosek) owned by Statistics Indonesia (BPS).
2. Integrated Social Welfare Data (DTKS) owned by the Ministry of Social Affairs.
3. Extreme Poverty Eradication Acceleration Targeting Data (P3KE).

All this data is then matched with national population data from the Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs and regularly updated by government agencies that conduct statistical activities (BPS) together with the Ministry of Social Affairs. This merger ensures there is no longer any overlap in population data between state institutions.

2. Welfare Ranking System: Division into Deciles 1 to 10

DTSEN implements a statistical system that groups family welfare levels into 10 prosperity tiers, known as Economic Deciles:

• Decile 1 to Decile 4 (Underprivileged Group): This group consists of households with the lowest 40% economic welfare level (extremely poor, poor, and vulnerable to poverty). This group is strictly limited by regulations to be eligible for active Social Assistance (Bansos), such as PKH or basic food assistance.
• Decile 5 to Decile 10 (Capable Group): This group consists of households with middle to most economically capable living standards. They are not eligible to receive cash social assistance but are still recorded in DTSEN.

Application of Deciles to Virtual KPD Cards

The Ministry of Social Affairs emphasizes the difference in these decile rules for holders of Disability Cards (KPD). Unlike social assistance, which is limited only to Deciles 1-4, KPD ownership and the right to a minimum 20% discount concession apply to 100% of the disability population regardless of decile ranking.

Independent persons with disabilities in Decile 10 are still entitled to hold a Virtual KPD and claim utility and transportation discount rights, even if they are not eligible for cash social assistance from the government.

3. 5 Official Channels for DTSEN Data Updates

To provide the widest possible space for public participation to ensure stored data remains accurate and up-to-date, the Ministry of Social Affairs provides 5 official channels for DTSEN data updates that can be easily accessed:

A. SIKS-NG Application (Next-Generation Social Welfare Information System)

This is the main electronic system operated by trained operators at the village, sub-district, and district/city Social Services offices. It is the primary channel for registering new data proposals through village or sub-district deliberation mechanisms.

B. Cek Bansos Application (Social Assistance Check Application)

A standalone mobile-based channel (Android/iOS) that can be downloaded by the general public. Through this application, people can submit independent proposals for assistance recipients or use the proposal-objection feature for recipients deemed ineligible in their vicinity.

C. Ground Check Service

A proactive physical data update procedure conducted in the field through home visits by PKH social facilitators, BPS census officers, or local government officials.

D. Ministry of Social Affairs Call Center 171

A telephone hotline service at 171 or 021-171. This complaint and information update service operates 24 hours a day, 7 days a week, without holidays, to respond to your administrative issues.

E. Ministry of Social Affairs WhatsApp Center (0887-7171-171)

An official interactive written message channel managed directly by the Ministry of Social Affairs team to facilitate quick reporting of data update issues.

4. Shortcut for Disability-Specific Data Updates

For persons with disabilities who wish to update their data to activate the Virtual KPD, the Ministry of Social Affairs' Data and Information Center (Pusdatin Kemensos) has launched a fast track (shortcut) for partial updates through sub-district SIKS-NG operators.

Sub-district operators do not need to fill in all 40 general DTSEN variables. Officers only need to update two important variables based on an official Disability Certificate from a healthcare facility (Puskesmas/Hospital):

1. Type of Disability: (Physical, Intellectual, Mental, or Sensory).
2. Level/Degree of Disability: (Mild, Moderate, or Severe).

This tactical step shortens bureaucratic waiting times, allowing your National Disability Data (DNPD) to be promptly ratified by the Minister of Social Affairs at the central level.
