Still Worried About the 2018 CPNS Selection? Here's the Government's Guarantee for Disability Quotas

Kartunet - Persons with disabilities often worry about being hindered from participating in the civil servant candidate (CPNS) selection due to accessibility barriers. However, in this 2018 CPNS selection, the government has guaranteed the right of participation for persons with disabilities by issuing Minister of PAN-RB Regulation No. 36 of 2018 concerning CRITERIA FOR DETERMINING CIVIL SERVANT NEEDS AND THE IMPLEMENTATION OF THE 2018 CIVIL SERVANT CANDIDATE SELECTION. In its process, the CPNS selection consists of two stages: Basic Competency Selection (SKD) and Field Competency Selection (SKB). Both tests currently use the Computer Assisted Test (CAT) system. Especially for visually impaired candidates or those with visual impairments, this can be a challenge because organizers have not yet been able to provide accessible facilities, namely the CAT application and computers equipped with screen reader software. However, as a temporary affirmative action, the government guarantees that visually impaired participants will be facilitated with officers who will help read out and click their answers in the CAT application. These officers come from the State Civil Service Agency (BKN) or the organizing committee itself. In addition, visually impaired participants may also be given additional time to complete the test. This is not a privilege, but compensation because each question must be read out manually by an officer, which naturally requires more time compared to reading it directly on a computer. Below are excerpts from Minister of PAN-RB Regulation No. 36 of 2018 which guarantees facilitation in disability quotas.

1. Agencies must allocate the determination of job needs (quotas), requirements, number, and placement units that can be applied for by persons with disabilities in accordance with organizational needs and job requirements;
2. The number of positions that can be applied for by persons with disabilities for central agencies is at least 2 (two) percent of the total quota, with positions adjusted to the needs of each agency;
3. The number of positions that can be applied for by persons with disabilities for regional agencies is at least 1 (one) percent of the total quota, adjusted to the needs of each agency;
4. Positions and educational qualifications for the determination of specific needs (quotas) for persons with disabilities are required to also be set for general needs (quotas) with the same positions and educational qualifications.
5. Applicants with disabilities must attach a doctor's certificate explaining the type/level of their disability;
6. Applicants with disabilities must be at least 18 (eighteen) years old and no more than 35 (thirty-five) years old at the time of application;
7. The organizing committee and/or the State Civil Service Agency shall provide officers/assistance during the implementation of the Basic Competency Selection and Field Competency Selection;
8. Visually impaired participants shall be given an additional time of up to 120 (one hundred twenty) minutes for the Basic Competency Selection;
9. The agency committee must verify registration requirements by inviting prospective applicants to ensure the suitability of the quota with the level/type of disability.

So, for persons with disabilities, there's no need to worry anymore about exercising your right to participate in the 2018 CPNS civil servant candidate selection. The state has guaranteed it, and it is our duty to ensure the process adheres to what has been stipulated.
