Jakarta, Kartunet - To date, many companies have yet to meet the minimum 1 percent quota for workers with disabilities. This is due to a lack of synergy between companies' needs for workers with disabilities and the capacities of the workers with disabilities themselves. The International Labour Organization (ILO) has found that many companies struggle to find workers with disabilities.

However, Law 4/1994 concerning persons with disabilities mandates that 1% of workers in a company must be persons with disabilities. Adhiyos Aulia Putra, a member of the ILO's Better Work program, stated that the tendency is often for no persons with disabilities to apply during recruitment.

"That's usually how it is. The initial response is, no one applies. The causes are complex. But what's certain is that supply and demand are still insufficient. The number needed is very large if we calculate 1% of our total workforce," Adhiyos said in Jakarta (16 October). He added that the ILO conducts training and outreach to encourage persons with disabilities to confidently apply for jobs.

On the other hand, the ILO also urges companies to facilitate access for persons with disabilities to work. This is a classic problem faced in the employment of persons with disabilities. On one hand, companies often blame the lack of applicants with disabilities when they open vacancies. Meanwhile, persons with disabilities also claim they don't receive information or are unsure if their capacities are sufficient for the advertised positions.
