Kartunet - One of the primary goals of Special Needs Schools (SLB) is to produce independent graduates with disabilities. However, this independence is impossible to achieve if it relies solely on academic learning in the classroom. Education for independence must directly address daily routines and activities (Activity of Daily Living).
On the other hand, it is undeniable that the distribution of Special Needs Schools in Indonesia is not yet evenly spread, even down to the sub-district level. Many students have to travel very long distances—even across regencies/cities—to attend school. For example, a state-run Special Needs School in Semarang City often has to accommodate students from surrounding areas like Kendal and Demak. If these children have to commute long distances every day without adequate accommodation, the educational process certainly won't be effective.
'New Feature' for 2026 Revitalization: Dormitory Construction
Recognizing this urgency, the Ministry of Primary and Secondary Education (Kemendikdasmen), through the Directorate of Special Education and Special Services Education (PKPLK), brings very encouraging news. In the Special Needs School Revitalization program, targeted to run in 2026, the government has officially added a "new feature" in the form of assistance for the construction of dormitory facilities for Special Needs Schools.
Mr. Sariadi, Director of PKPLK Kemendikdasmen, directly conveyed this. "For the revitalization program managed by the PKPLK Directorate... there are new features that educational units can access to meet the infrastructure needs of schools. One of these new features is dormitory construction," he stated.
This policy is a direct special directive from the Minister of Primary and Secondary Education, Prof. Abdul Mu'ti. "That is a special directive from the Minister. Because the Minister, on various field visits, also listened to aspirations from teachers and the community, he specifically directed that Special Needs Schools should have dormitory construction in 2026," explained Mr. Sariadi. The presence of these dormitories is not merely for lodging but serves as a training center where children with disabilities are accustomed to performing daily routines independently and disciplinedly.
Caution: Land Legality Requirements Are Very Strict!
Although the opportunity for dormitory construction assistance and school revitalization is wide open, the government has set absolute and non-negotiable terms and conditions to secure state investment. Mr. Sariadi issued a special warning regarding this. "There's an asterisk, meaning terms and conditions apply. One of the most fundamental is land ownership," he emphasized.
Based on the evaluation of previous year's revitalization programs, many construction proposals from Special Needs Schools were forced to be rejected because the land status was still problematic or registered under individual names. For the 2026 Revitalization program, this rule is re-emphasized by the PKPLK Director:
- For State Special Needs Schools: "For state schools, land ownership must be in the name of the local government, proven by valid ownership documents," explained Mr. Sariadi.
- For Private (Community) Special Needs Schools: "Now, for private schools, the land ownership documents must be in the name of the foundation. This was the reason many proposals were rejected last year in 2025 because the land... was in a private individual's name," he added.
This strictness is enforced to prevent future land disputes after physical dormitory or school buildings are constructed using government funds. "Certainly, the government wants to secure its investment; we don't want to build something only to find out later that the land is disputed, rendering the investment unusable," Mr. Sariadi concluded his explanation.
