Good News for Pertuni Members! KTAP Can Be Used for KPD Synchronization and 20% Discount Claim

Kartunet - The enactment of Government Regulation (PP) Number 31 of 2026 has brought a tremendous impact on the entire disability community in Indonesia. This regulation provides legal assurance for holders of the Disability Card (KPD) to receive a minimum 20% Concession (price reduction/discount) in nine strategic public service sectors.

For our visually impaired friends who are members of the Indonesian Blind Union (Pertuni), a tactical question frequently arises: "Can our Pertuni Membership Card (KTAP) simplify the KPD application process? Or, can the KTAP be used directly to claim the 20% discount?"

The Ministry of Social Affairs (Kemensos), through its Directorate of Social Rehabilitation for Persons with Disabilities (RSPD), brings very encouraging news for the Pertuni community. Below is the official explanation regarding the status of KTAP within the latest KPD ecosystem.

1. Collective KTAP Data Synchronization with DNPD is Underway

The first best news is that Pertuni members do not need to worry about the complicated process of applying for KPD individually from scratch. The Ministry of Social Affairs confirms that Pertuni's central board has directly coordinated with Kemensos to synchronize KTAP data with the National Disability Data (DNPD).

Through this collaborative step, the data verification process becomes much more efficient:

• Members' NIK data, validly recorded in the Pertuni database, will be collectively matched with national population data.
• Once this data reconciliation process is complete, Pertuni members' names will be progressively included in the Minister of Social Affairs' Decree (SK) regarding DNPD.
• Once the data is legalized within the DNPD Decree, members' Virtual KPDs will automatically become active and ready for download via the Cek Bansos Application on their respective mobile phones.

This proactive collaboration streamlines the self-registration bureaucracy, making it significantly easier for thousands of visually impaired individuals across Indonesia to promptly obtain their official identity rights.

2. KTAP Considered a Valid Document During the Transition Period

The biggest challenge currently is that the national DNPD data verification process requires a gradual approach to maintain data accuracy. The government aims for the nationwide issuance of KPDs to be fully completed by the end of 2027. So, how can the 20% discount be claimed before the Virtual KPD is issued?

During the official socialization of Government Regulation No. 31 of 2026, the Director of RSPD Kemensos, Mr. Roni, explained that the government is designing a transitional solution that is highly supportive of the community. Currently, Kemensos is drafting adjustments to the Minister of Social Affairs Regulation (Permensos) concerning KPD and coordinating harmonization with the Ministry of Law.

One important point proposed is to legally accommodate Disability Organization Membership Cards (including Pertuni's KTAP) as valid "other supporting documents" for claiming concessions.

This means that during the transition period towards full KPD implementation, visually impaired individuals are entitled to a minimum 20% discount on various public services simply by presenting one of the following documents:

1. An official Disability Certificate from a healthcare facility (Puskesmas/Hospital); or
2. An official Disability Organization Membership Card (KTA OPDIS), such as Pertuni's KTAP, which is legally recognized by the system.

3. Connecting Data Through the National SPLP System

Why is the integration of organizational data, such as Pertuni's, so crucial? The state is committed to ensuring that all concession rights in the nine sectors (such as train ticket discounts, plane tickets, toll fees, PDAM water bill reductions, and even screen reader software) can be accessed in real-time and verified.

To achieve this, the Ministry of Social Affairs is collaborating with the Ministry of Communication and Digital (KomDigi) to utilize the Government Service Interconnection System (SPLP). This SPLP platform serves as a national data interoperability hub:

• Synchronized DNPD and KPD data (including verified Pertuni KTAP data) will be uploaded into the SPLP system.
• State-Owned Enterprises (BUMN), Regionally-Owned Enterprises (BUMD), and private companies providing public services can directly read and automatically validate the legitimacy of a customer's disability status during transactions.
• This valid NIK and KK-based security system also functions to protect users' personal data while preventing the misuse of concessions by unauthorized parties.

4. Tactical Guide for Current Pertuni Members

While awaiting the completion of the collective database synchronization process at the central level, here are some tactical steps that Pertuni members in the regions can take:

• Ensure Orderly Population Administration: Double-check whether your NIK is actively registered and matched in the local Department of Population and Civil Registration (Disdukcapil) database. Orderly population administration is the main gateway to protecting your rights.
• Update Your KTAP Data: Report your NIK number, Family Card (KK) number, and latest disability data to your local Pertuni branch or regional board for validation in the collective data submission to the central board.
• Use the Kelurahan SIKS-NG Fast Track: If you wish to expedite the process independently, you or a family representative (with a Power of Attorney) can visit the sub-district (kelurahan) operator to update your disability status in DTSEN via the SIKS-NG application. Simply update two important variables: Type of Disability (Code D - Sensory Visual Impairment) and your Level of Disability.

The proactive collaboration between the Pertuni organization and the Ministry of Social Affairs is clear evidence that the state is present to facilitate, protect, and fulfill the rights to independence of every person with disabilities in Indonesia.
