Persons with disabilities, as one community within society, sometimes do not receive their rights and tend to be marginalized. It is not surprising, then, that societal paradigms have unfortunately attached negative labels, which adversely affect the social development of persons with disabilities. The social implications of disability can be observed in various societal treatments and policies concerning persons with disabilities. Unconsciously, society tends to view persons with disabilities from a negative perspective, leading to unmet social needs concerning their participation and social acceptance. It must be acknowledged that extensive efforts have been made to create a positive image for persons with disabilities, such as expanding access to education, showcasing talents and interests, and increasing access to social facilities that ease their activities. Bureaucratic systems that facilitate the contribution of persons with disabilities to society also play a significant role in these positive imaging efforts. These efforts align with the changing modern world's view of persons with disabilities, who are now no longer considered 'disabled' and in need of charity, but rather as independent individuals capable of making their own decisions and possessing rights within society. Reflecting on DIY Mayor's Regulation No. 8 of 2014 concerning the Committee for the Protection and Fulfillment of the Rights of Persons with Disabilities, the fulfillment of rights for persons with disabilities must be pursued, especially when it concerns their fundamental rights. The strengthening of active participation by persons with disabilities is a result of various government policies, such as special lanes for persons with disabilities in civil servant recruitment, the designation of the Malioboro area as a disability-friendly zone, the proliferation of inclusive schools, and the construction of accessible public facilities. The declaration of Yogyakarta City as an Inclusive City must be accompanied by active participation from all stakeholders. All public policies across various sectors, from politics, social affairs, culture, law, human rights, and even education, should ideally accommodate the needs of persons with disabilities so that a truly disability-friendly inclusive city can be experienced by everyone.
